The validity of any assessment levied in accordance with the provisions of this article shall not be contested in any action or proceeding unless the same is commenced within thirty days after the assessment is confirmed. Any appeal from a final judgment in such action or proceeding shall be perfected within thirty days after the entry of such judgment. (Ord. No. 2276 (NCS), § 8(M).)
