CHAPTER 9. BUILDINGS.*
Sec. 9-1.1. Amendments to the California Building Code.
The amendments to the California Building Code referred to in
Section 9-1 are as follows:
(a) Add a new sentence to the end of Subsection 101.3 that
reads as follows:
The city council may authorize deviations from any provision
of this code upon a declaration of a federal, state or local
emergency.
(b) Amend the first sentence of Section 107.2 to
read:
The fee for each permit shall be as set forth in Table 3-A of
Resolution Number 18138 adopted by the Salinas City Council on January 14, 2003
(or by succeeding resolution).
(c) Amend the first paragraph of Section 107.3 to
read:
When submittal documents are required by Section 106.3.2, a
plan review fee shall be paid at the time of submitting the submittal documents
for plan review. Said plan review fee shall be 65 percent of the building permit
fee as shown in Table 3-A of Resolution Number 18138 adopted by the Salinas City
Council on January 14, 2003 (or by succeeding resolution). When documentation is
submitted to demonstrate compliance with the energy conservation requirements
contained in Part 6 of Title 24, an energy plan review fee shall be paid at the
time of submittal. Said energy plan review fee shall be 15 percent of the
building permit fee as shown in Table 3-A of Resolution Number 18138 adopted by
the Salinas City Council on January 14, 2003 (or by succeeding
resolution).
(d) Amend Section 213 to add the following
definition:
213 Light Frame Construction is a type of construction whose
vertical and horizontal structural elements are primarily framed by a system of
repetitive wood or light gauge steel framing members, and which does not use
structural concrete as floor or roof diaphragm.
(e) Amend Chapter 16 to incorporate advances made in
structural design criteria to provide the highest level of protection against
loss of life and property from a seismic event as set forth in Resolution Number
18139 adopted by the Salinas City Council on January 14, 2003 (or by succeeding
resolution).
(f) Add new Section 1806.2.1 to read as follows:
Sec. 1806.2.1. Moisture protection of concrete floors.
Concrete floors in all residential occupancies shall be protected from moisture
penetration by a bed of at least three inches of clean rock, not less than 3/8"
nor more than 1" in diameter, or 3 inches of clean washed sand. In addition to
the rock or sand, a membrane consisting of at least one ply of 15 pound felt
paper, thoroughly hot mopped with tar, shall be installed to provide an unbroken
seal between the rock or sand and the underside of the concrete floor.
Alternative methods of providing the moisture protection. equal to the above
method. may be submitted to the Building Official for approval.
(g) Amend Section 1915.2.2 read as follows:
1915.2.2 Base area of footing or number and arrangement of
piles shall be determined from the external forces and moments (transmitted by
footing to soil or piles) and permissible soil pressure or permissible pile
capacity selected through principles of soil mechanics. External forces and
moments are those resulting from the load combinations of Section
1612.3.
(h) Amend Chapter 22 to incorporate advances made in
technical design provisions for structural steel as set forth in Resolution
Number 18139 adopted by the Salinas City Council on January 14, 2003 (or by
succeeding resolution).
(i) Amend Chapter 23 to incorporate advances made in
technical design provisions for wood framed buildings as set forth in Resolution
Number 18139 adopted by the Salinas City Council on January 14, 2003 (or by
succeeding resolution).
(k) Amend the first sentence of Section 3206.2 to read as
follows:
Sec. 3206.2. Construction: Awnings shall be constructed with
non-combustible frames and approved flame retardant or noncombustible
coverings.
