It shall be unlawful to place unacceptable materials in a solid waste bin, cart or debris box for storage, collection or movement, unless the bin, cart or debris box is specifically designed for and clearly identified as a receptacle for the material being stored, collected or moved. Solid waste shall not be placed in recycling containers. Placement of any materials in bin, cart and debris box without the permission of the customer responsible for payment of service in not allowed except as noted in Section 14-14.1. (Ord.
