No such certificate shall be granted unless the council shall first make its specific findings that each of the following conditions exist:

(a) That the applicant is financially responsible;

(b) That applicant has complied with the provisions of all city ordinances and all local, state, and federal laws applicable to the proposed operation;

(c) That such additional service will not result in a hazard to the public. (Ord. No. 2413 (NCS) § 1.)
