Sec. 14A-15. Alternative _ Removal of graffiti.
As an alternative to the method of removal of graffiti as provided in Sections 14A-6 through 14A-14, inclusive, the city may appropriate money from the general fund to finance the removal of graffiti from public or privately owned permanent structures located on public or privately owned real property with the city, subject to the following criteria:
(a) Only the graffiti itself shall be removed or painted over. Painting or repair of a more extensive area is prohibited;
(b) Prior to the removal of graffiti the city shall obtain written consent of the public entity having jurisdiction over the structure, and, in the case of a privately owned structure, only after securing the written consent of the owner;
(c) The graffiti is visible from the street or other public or private property. (Ord. No. 1935 (NCS), § 2.)
