Sec. 30-35. "Encroachment" defined.

For the purposes of this article, the word "encroachment" shall mean any pipe, conduit, cable, service pipe, wire, water main, gas main, appliance, obstruction, pole, tube, track, or any appurtenances to the foregoing in, under, or upon any street, alley, sidewalk, or public place in the city.
