The Community Development Department coordinates efforts and programs related to Salinas planning and development services. The Department coordinates all Land Use Planning services - Current and Advanced - as well those planning, development and housing services related to affordable Housing and Redevelopment.

The Department operates through four divisions namely, the Current and Advanced Planning Divisions, the Housing Division, and the Redevelopment Agency.

California Redevelopment Law (“CRL”) requires that redevelopment agencies update their implementation plan every five years for all project areas. This is the third update of the Implementation Plan since it was first adopted in December 1994. The Implementation Plan will be in effect between January 1, 2010 through December 31, 2015, encompassing Fiscal Years 2009/2010 through 2014/2015. The Agency will provide a status and update report on the Plan at least once during this five-year period. A sub-component of this Implementation Plan is the “Affordable Housing Implementation Plan.” It describes the use of the 20% housing fund set-aside during the ten-year period that ends December 31, 2009, and starts anew with this plan.


Salinas Ag-Industrial Center Final EIR

The Uni-Kool Partners have applied for approval of a General Plan Amendment (GPA 2008-002), Specific Plan (SPEC 2008-001), Rezoning (RZ 2008-002), Sphere of Influence Amendment, Prezoning (PRZ 2008-001), Annexation (A 2008-001), and Master Parcel Map (RS 2008-005) for the purpose of developing the Salinas Ag-Industrial Center, a 257-acre agricultural industrial project, known as the “Project.” Seventeen acres of the Project site are currently located within the City limits and require a General Plan Amendment and Rezoning. A General Plan Amendment, Specific Plan, Prezoning, Sphere of Influence Amendment, Annexation, and Master Parcel Map are required for the remaining 240 acres currently located within unincorporated Monterey County.

The environmental impacts of this project have been analyzed in accordance with the California Environmental Quality Act (CEQA). The project was found to have the potential for significant impact on the environment and an Environmental Impact Report has been prepared. Salinas Ag-Industrial Center Draft EIR- Notice of Availability

The City of Salinas has prepared a Draft Environmental Impact Report (EIR) for the Salinas Ag-Industrial Center Project, a 257-acre project located to the south of the City’s current limits and bordered by Abbott Street, Harris Road, and U.S. Highway 101. The project proponents, The UniKool Partners, have proposed development of a range of agricultural industrial related uses including agriculture processing, agricultural processing related uses, and uses that produce products, equipment, or services that support agricultural related industries. The environmental impacts of this project have been analyzed in accordance with the California Environmental Quality Act. The EIR identifies several potentially significant project impacts for which implementation of mitigation measures is required. Potentially significant impacts have been identified in the areas of Agriculture, Air Quality, Climate Change, Cultural Resources, Geology and Soils, Hazards and Hazardous Materials, Hydrology and Water Quality, Transportation and Circulation, and Cumulative Impacts (Transportation and Circulation). Other impacts have been identified that will be mitigated through implementation of site design and development standards contained in the Specific Plan and/or through implementation of standard conditions of approval required by the City. The City is soliciting comments on the content of the EIR from interested persons and organizations concerned with the project, in accordance with State CEQA Guidelines Section 15087. Your comments must be sent during the 45-day public review period, which begins Friday, July 17, 2009 and ends Monday, August 31, 2009.
