Alan Stumpf, Director
Alan Stumpf has been Director of the Salinas Redevelopment Agency since July 2004, supporting
the Agency Executive Director (City Manager) and Redevelopment Agency Board (City Council) by supervising Agency activities for two Redevelopment Project Areas – Central City and Sunset Avenue – and also the Agency’s Affordable Housing Program.
Mr. Stumpf’s career in local government began in 1980, as part of the Monterey County General Plan Update team that produced the 1982 County General Plan and Area Plans. After completion of work on the North County Area Plan in 1985, Mr. Stumpf left Monterey County and eventually joined the City of Salinas in 1986, starting as the Community Development Department’s environmental review specialist. Duties included compliance with State and Federal environmental requirements for projects in all City departments. As a Planner in that department for 8 years, Mr. Stumpf has also worked in all facets of the City’s land use and development entitlement processes.
Joining the Salinas Redevelopment Agency in 1995 as Redevelopment Project Manager, Mr. Stumpf administered the Agency’s newly established Affordable Housing Program, the Agency’s Seismic Retrofit and Façade Improvement Programs, and assisted with land use entitlements and design review of projects within the two Project Areas. Promoted to Director in 2004, he ensured completion of the 435-space Monterey Street Parking Garage and the 14-screen Maya Cinemas development, in a collaborative public/private development. Mr. Stumpf oversees a wide range of active redevelopment activities in both project areas, including East Market Street Streetscape Improvements, the Intermodal Transportation Center, Chinatown Revitalization, the Alisal Marketplace, Widewaters/City/County Government Center and Downtown Revitalization, a new Boys and Girls Club, and several affordable housing projects. The Director’s duties also include staff support for the City’s Design Review Board, participation on the Boards for two business improvement districts – the Oldtown Salinas Association and the Salinas United Business Association, and serving on the Board of the First Mayor’s House.
Mr. Stumpf was born in Long Beach, California and grew up in Orange County. At the University of California, Riverside, he achieved a Bachelor of Science degree in Environmental Sciences, followed by a Masters in Administration.
