Conditional Use Permit 2011-012 Mitigated Negative Declaration

Peninsula Petroleum, LLC is proposing to construct a 1,080 square-foot car wash at an existing 1,676 square-foot convenience store with gas pumps located at 417 North Main Street in the MAF-FG2 (Mixed Arterial Frontage – North Main Street/Soledad Street Focused Growth Overlay) District (Conditional Use Permit 2011-012).

The environmental impacts of this project have been analyzed in accordance with the California Environmental Quality Act (CEQA). The project was found that it could have a significant effect on the environment and a Mitigated Negative Declaration has been prepared. Copies of the Mitigated Negative Declaration (MND) are available for public review at the John Steinbeck Library, 350 Lincoln Avenue, (831) 758-7311 and at the Permit Center – First Floor, 65 West Alisal Street, Salinas, (831) 758-7206. Copies of reports are also available at the Community and Economic Development Department – Second Floor, 65 West Alisal Street, Salinas, (831) 758-7206.

The City is soliciting comments on the content of the MND from interested persons and organizations concerned with the project, in accordance with State CEQA Guidelines Section 15073. Your comments must be sent during the 30-day public review period, which begins Tuesday, January 10, 2012 and ends Thursday, February 9, 2012.

The Gateway Center Draft Specific Plan and related Development Review Applications and Mitigated Negative Declaration (MND)

The Salinas Planning Commission is scheduled to consider the Gateway Center Draft Specific Plan (SPEC 2010-001) and related Development Review applications (RZ 2010-002 and DA 2011-002) on October 11, 2011 at 4:00 pm in the City Council Chambers located at 200 Lincoln Avenue, Salinas.  Please see the City Council Public Hearing Notice for more information.  On September 28, 2011, the Salinas Planning Commission recommended that the City Council approve SPEC 2010-001, RZ 2010-002 and DA 2011-002.

Notice of Intent to Adopt a MND/Request for Comments
July 28, 2011

Cloverfield Management, LLC has applied for the approval of a Specific Plan (SPEC 2010-001), Rezone (RZ 2011-002) and related Development Review Applications for the purpose of developing a commercial shopping center located at the northeast corner of San Juan Grade Road and E. Boronda Road (located on portions of Assessor Parcel Numbers 211-231-060 and 211-231-061). The Specific Plan would allow the development of a maximum of 207,500 square feet of commercial and retail land uses on approximately 17.49 acres and a detention/retention basin on approximately 2.74 acres. Under the proposal, the project site would be rezoned from New Urbanism Interim (NI) with a Specific Plan Overlay to Commercial Retail (CR) with a Specific Plan Overlay and Open Space (OS) with a Specific Plan Overlay. The project is located in the Future Growth Area (FGA) of the City.

The environmental impacts of this project have been analyzed in accordance with the California Environmental Quality Act. Based on the findings of the environmental document, the project as mitigated will have a less than significant impact on the environment and a Mitigated Negative Declaration has been prepared. The potential environmental impacts of developing the FGA, including the project site, with uses identified in the General Plan were evaluated in two prior program environmental impact reports (EIR). The first was the 2002 City of Salinas General Plan Final EIR (GP EIR). The second was the 2007 Supplement for the Salinas General Plan Final Program EIR (SEIR). Where appropriate, the analysis of environmental effects of the proposed project included in the Initial Study references Section 15183 of the CEQA Guidelines, which addresses projects that are consistent with a community plan or zoning. In this context, the prior program EIRs were utilized as reference to address potential environmental impacts that are not peculiar to the project or its site.

Copies of the Notice of Intent to Approve a MND, the MND/Initial Study, Technical Studies and the Draft Specific Plan are available for public review on-line (see links below) and at the John Steinbeck Library, 350 Lincoln Avenue, the Cesar Chavez Library located at 615 William Road and the El Gabilan Library located at 1400 N. Main Street, the Salinas Permit Center (public counter) located at 65 West Alisal Street (first floor), and at the City of Salinas Community and Economic Development Department (second floor) located at 65 West Alisal Street, Salinas. Copies of the prior GP EIR and SEIR are also available on-line on the City’s website and at the City of Salinas Community and Economic Development Department address noted above.

The Salinas Planning Commission will review this project on September 28, 2011 at 3:30 pm in the Salinas City Council Chambers located at 200 Lincoln Avenue.

Two public review periods have been provided: In accordance with the time limits mandated by State law and concurrent with the Sate Clearinghouse review as provided in CEQA Guidelines section 15105(c), written comments on this Mitigated Negative Declaration/Initial Study and Technical Appendices will be accepted during the 30-day public review period which begins on Monday, August 1, 2011 and ends on Wednesday, August 31, 2011 at 5:00 pm. Pursuant to Government Code Section 65352, written comments on the Draft Specific Plan will be accepted during the 45-day public review period which begins on Monday, August 1, 2011 and ends on Thursday, September 15, 2011 at 5:00 p.m.

Comments can also be presented before or during the Planning Commission public hearing on September 28, 2011 at 3:30 pm at the Salinas City Council Chambers at 200 Lincoln Avenue. Public Review Draft of Salinas Subdivision Ordinance Update

The City of Salinas has completed the Public Review Draft of the Subdivision Ordinance Update.pdf document . The document was originally released for public comment (Notice of Availability) on March 4, 2009. The City of Salinas will be concluding its formal comment period on the Public Review Draft of the Subdivision Ordinance Update on March 17, 2011. Upon close of public comments, it is anticipated that the document will be forwarded to the applicable City Commissions for consideration beginning in April 2011. Notice of the dates of all future public hearings will be posted on the website. This document, once adopted, will replace the City’s existing Subdivision Ordinance contained in Chapter 31 of the Salinas Municipal Code. The proposed regulations will apply to all or parts of subdivisions within the City and to the preparation of subdivision maps and other maps as provided for by the Subdivision Ordinance and the Subdivision Map Act.


City of Salinas General Plan 2007-2014 Housing Element Update

As required by State law, the City of Salinas is in the process of updating the Housing Element to its 2002 Salinas General Plan. Copies of the draft Housing Element Update are available on-line or in hard copy at the Community Development Department located at 65 West Alisal Street. A Mitigated Negative Declaration (MND) has been completed as the environmental document for the Draft Housing Element and is available for review on-line. Copies of the document are also available for review at the Salinas Permit Center and Community Development Department located at 65 W. Alisal Street, the City Clerk’s Office located at 200 Lincoln Avenue, and the Steinbeck Library located at 350 Lincoln Avenue. Written comments on the MND and Initial Study will be accepted from the public from January 14, 2011 through February 14, 2011. The Planning Commission considered the Draft Housing Element at their February 16, 2011 meeting and recommended the City Council adopt  the Draft Housing Element and forward it to the State of California Department of Housing and Community Development for final review and certification.  The City Council will hold a public hearing on March 29, 2011 to consider the adoption of the MND and the Draft Housing Element (see on-line notice for further information). For any questions, please contact Tara Hullinger at the number or email address above.
