Engineering Services provides building plan checking, building inspection, and permit issuance for construction of new and remodeling of residential and commercial buildings, as well as engineering of traffic and public facilities.
The department also administers the City's code enforcement program for substandard housing, zoning code violations, and dangerous building complaints. Inspection services are provided for new subdivisions and public improvements on private property.
Engineering & Transportation issues building records reports for the sale of residential property and permits for street vendors, banners, and encroachment into the public right-of-way.

City of Salinas Industrial Wastewater Conveyance System Improvement Project’s Mitigated Negative Declaration
Environmental impacts of the proposed City of Salinas Industrial Wastewater Conveyance System Improvement Project have been analyzed in accordance with the California Environmental Quality Act (CEQA) and a Mitigated Negative Declaration (MND) has been prepared for the project. Based on the environmental document, the project will not have a significant effect on the environment.
Written comments on the environmental document will be received from December 17, 2009 through January 18, 2010. Comments can also be presented before or during the Planning Commission public hearing at which the project will be considered. A date for that hearing has not yet been set.
